Thanks a bunch @Joost88 this solution fixed my issue I have been trying all of the troubleshooting guides that has been linked to during installation of an app in play store and galaxy store.
With no luck.
The strange thing is that all my apps which is controlled in my work profile has been updated without issues.
Only my apps attached to my private acct and galaxy store apps refused to update or install.
Disabled auto scan when installing apps. Everything is back to normal. Thanks a bunch, have I thought to check the samsung community first several hours had been saved. Atleast you saved me for a complete factory reset

I think I found a proper solution to this issue. Instead of disabling security features, you can do a Google Play system update which, for some reason, does not come automatically with 6.1.1 OS update.
To update Google Play simply go to Settings > About phone > Software information > Google Play system update > Check for update > Update
Afterwards I've re-enabled Application scanning during installation and so far, there were no issues with app installation or update.

Worked on my phone as well. Can install apps and updates with enabled scann, too. took me just two reboots to get the Playstore update installed.

For a few of us, maybe. Even after the Google Play and Security update, whenever I enable app scanning on installation, it will eventually tell me that random apps cannot be installed. So for now, I'll go without scanning on installation.
