I don't always have my bluetooth in my ear.  Text notifications come out only through bluetooth.  I have been all through the settings but cannot find out how to make the text notification sounds come out through the phone speakers while my bluetooth is connected.

After a lot of searching and trying out different solutions, this was the one that worked for me. Thank you EnragedNinja !

But to be correct - You have to go into the 'Galaxy Store' app and search for 'Sound Assistant', and you will see the 'Sound Assistant' app made by 'Good Lock Labs'. Install this and open it.

Then scroll down to 'Advanced Settings' and deactivate "Alert Through Headphones".

So won't it then stop giving alerts when you are using Bluetooth?

No, I am using Bluetooth all the time.  As in 100 % and always and for me this solution has been working perfect. It gives me audible alerts both on my phone speaker and on my bluetooth headset.

Once upon a time this did work without the 'Sound Assistant'-app, I don't know if it was a system update from Samsung or if it was the 'Google Assistant'-app I recently installed that made this issue.
Anyway, it has been all good since I came across this thread and the solution.

So I downloaded the Sound Assistant app, and I followed the directions you posted in regards to changing the settings in Advanced Settings, Happy Banana (love the name, btw 😉). I've had no luck with hearing my text notifications yet...still only if I have my Bluetooth on. 🙄 I'm hoping the changes I made this morning help. (I went into settings again and set it up to hear individual apps, and I specifically chose my texting app.) Thanks again for your posts!!

Thank you so very much!!!!

I was on the verge of changing to a Motorola phone because of this unfixed bug.

I installed the "SoundAssistant" App and everything works great....

Thanks again for your post.

It is not in google's app store, but you will find it in Samsung's Galaxy Store.

In case anyone is still dealing with this, this is what works for me. I use buds and a headset via bluetooth. I like you don't wear it all day. I just put them in when I get a call. But I don't hear my phone ringing when ringtone sync with bluetooth is on. I turned off ringtone sync and it worked.

I did it and now my phone rings while my bluetooth is connected.

You can find this option under connections, bluetooth, then advanced settings. You will see the Ringtone sync option. Just toggle it OFF.   You will not hear texts or calls in your bluetooth device. You'll only hear them coming from your phone. So it's one or the other but not both at the same time.
