If the Vodafone sim was in Sim 1 and that was the imei number you gave then it's conceivable that some how this has affected that slot when they blacklisted and then removed the blacklist.
A factory reset may or may not help with this. No guarantees.
You may just have to go with just putting the o2 sim permanently in Slot 2.
I purchased my Samsung Galaxy s²³ Ultra from Samsung UK and haven't had any of the two sim slots blacklisted but my o2 sim slot does seem to prefer Sim Slot 2 and works fine.
It shows as no signal in Sim Slot 1. Yet my ee sim works fine in Slot 1.
Certainly a conundrum.

Sounds very much that the phone is locked. Contact Vodafone to unlock
