This just suddenly started a couple days ago. These things can pop up at any time, and can disrupt me being able to do things on the phone since they take up most, or all of the screen. I am unaware of any apps I have added, and cannot identify anything specifically likely to be at fault in my list of apps. This is driving me crazy. It's not possible, at this time, to do a factory reset on the phone. What is causing this, and how do I stop it?

The solution on an android phone is
(1) when the annoying ad/message pops up, immediately press the refresh button twice (the lll button at the bottom of the screen) then
(2) immediately restart the phone.

I found how this trojan works and how to fix it.
Go to Chrome browser > Settings > Notifications > In-App notifications settings > Allowed .
Click in the Url and block the website one by one on the list.
Done , no more Pop-up Ads on your Android phone.

I had this for at least a month and finally figured it out! Go to Settings, Apps, then sort your Apps by Last Used (wait a minute for them to sort). "Plant Lens" came up as a recently used app, which I definitely wasn't using. So I uninstalled the App, and no more pop ups! The App with the popups, malware, whatever it is, doesn't show up in Settings, Notifications. For me, it was Plant Lens. I can't say that it will be the same App for everyone, because I don't know enough about the issue, but this worked for me! So relieved!

I’ve been dealing with an annoying ad pop-up problem on my Samsung Note 10 for a month, and it was driving me crazy. I searched extensively but couldn’t find a solution. Luckily, today I discovered the cause—at least on my device. It turns out it was Office 365 installed on my phone.
When the ad popped up, it took over my screen. Usually, I would swipe up to make the home screen visible, then press the three vertical bars to view all open apps. The popup ad typically closed right before the small app icons appeared, making it difficult to identify which app was causing the issue. However, today the ad window didn’t close fast enough, and I managed to see the icon (see the screen capture I saved).
I opened the Apps menu to look for the icon and found it was Office 365. Initially, I couldn’t believe a Microsoft app would include such ad pop-ups. Once I uninstalled Office 365, my phone started working great again—no more pop-ups. Fingers crossed, my phone is now responding much quicker.
Please comment if this solution worked for you. I saved two screen captures. While my ad was from Office 365, these ads might run under other apps. It’s not easy to determine which app is responsible. Try swiping up as soon as the pop-up starts, then touch the three vertical bars to catch the app before it closes.

I've figured it out go to settings, apps then reset app preferences.you will find app preferences in the three dots at the top corner.

“Drink Water” Trojan Solution
Do you have this problem with your phone:
A popup blocks the full screen and says “Phone cooling”,
There may be an ad for an online dating site.
Another time it may say “Drink Water” or “Shop Now” or “Total Adblock”.
These are all fake ad links. Don’t follow any of the links!
There was always a link for “Total Adblock”, so maybe this is all just a devious campaign for that app?
Here is how to remove this annoyance:
When the screen pops up, tap on the three lines at the bottom left of your screen to see what app is running. If there are multiple apps running, close them all. Then use your phone again with a single app until the popup re-appears. Tap the three lines and see what else is running. Delete that background app. That should solve your problem.
In my case it was attached to the “Text to Speech Pro” ap.
