Samsung S22 Ultra (and other Samsung devices) will not connect via Bluetooth to PC

My phone (S22 Ultra) and my Tablet (A8) are both paired with my PC, but they will not connect. Even my PC shows them as paired.

I have done all of the usual things... 

1. Turned Bluetooth off and then on on both the PC and phone
2. Restarted phone and PC
3. Unpaired them at both ends
4. Re-paired them (even after restarts)

Still nothing. They clearly see each other, but they will not connect.

Please don't point me to articles that tell me to do what I have already done.

It has something to do with the smart things app that controls all the connections on these new galaxy 22s. My 22 ultra has the same issue and still yet with this information it still does not pick up PC connections. I've tried multiple. It's an update issue I'm sure. They're a bit behind on a few issues revolving these new phones.

Since my s22 updated it connects via Bluetooth but nothing plays,sound still comes out phone ? When connected to any device??
