Samsung S22 Ultra (and other Samsung devices) will not connect via Bluetooth to PC

My phone (S22 Ultra) and my Tablet (A8) are both paired with my PC, but they will not connect. Even my PC shows them as paired.

I have done all of the usual things... 

1. Turned Bluetooth off and then on on both the PC and phone
2. Restarted phone and PC
3. Unpaired them at both ends
4. Re-paired them (even after restarts)

Still nothing. They clearly see each other, but they will not connect.

Please don't point me to articles that tell me to do what I have already done.

Can you connect some other device via Bluetooth? 

Did you try to share a file via Bluetooth? To see if it connects and transfers

Both devices connect to other devices (e.g. Android TV, ear buds, etc)

Trying to share via Bluetooth does not work, because it does not list the PC.

What I meant is to connect other devices to pc via Bluetooth. Do you have Bluetooth on PC set to always be on and seen by other devices

Yes. My PC is connected to other devices (via Bluetooth), such as headphones.

Also, I can send a file from my PC to the phone via Bluetooth.

If you select on PC bluetooth setting receive files via Bluetooth can you then share/send from mobile

No. My phone see's my tablet, but it does not see my PC.

We are trying to make your mobile see the pc. There is a option when you click on Bluetooth icon and settings to set pc in receive file mode and then you try to share from mobile

Sorry everyone. None of these things worked.

Let's not loose site that the problem is my S22 will not connect to my PC. File sharing is the least of my worries.

There is clearly some connection (which the file transfer from PC demonstrates), but going to the paired device and selecting 'connect' results in the S22 saying it can't connect.
