If your watch is an LTE Version @Mensyl then this would need to be taken up with your mobile network operator to sort out account wise.

I use the Samsung Galaxy s²² Ultra and the Samsung Watch⁴ that's the Bluetooth version and both pair seamlessly.

Ok I'm not overly familiar with what the Network 3 offers with watch plans, so speak with a 3 customer service team member , but if their customer services are confirming this then you'd need just to use a Bluetooth connection.
This isn't a restriction by Samsung but instead by your chosen network.
