If you go to Settings > Connections > Mobile Networks > Network Mode, there should be an option to change the settings to 5G/LTE/3G/2G. It's also worth noting that LTE is 4G and is usually referred to as 4G or 4GLTE.

The term LTE is used on your device and it will pick up the better of 4g & LTE (which is broadly the same thing).
Due to the requirements for the top row of your screen, devices will show one or the other and not both.

4G and LTE have become interchangeable due to marketing, whilst 4G is slightly faster the diffewrence is very marginal. https://www.itpro.com/mobile/28690/lte-vs-4g

I'm afraid whilst you think the "issue" hasn't been resolved, simply it won't be.
The S23+ may have a different modem / hardware set up to the other devices for example.
As has been said before, the difference is negligible and I don't see a resolution here other than what has been said that you'll accept.
Your only option is to go to:
Samsung Members App
Support
Feedback
And post your question there and see if the developers decide to take a look. Note that the developers get a huge amount of traffic through this route and that there are millions of devices out there. So if others haven't reported it, it is unlikely that they will spend much time on it.
