Your friend will need an insurance policy that covers phone's specifically for a lost or stolen claim.
Also advise your friend to contact their network to have the sim card blocked and account barred to stop unauthorised usage.
Then the network should send a new sim card with their tariff and mobile number on it.
They may need to re contact their network customer services to have the bar lifted off the account.
They may also need to contact the police to ask for a crime number which will probably need to be supplied to their insurance company to complete the claim.
If they have Samsung Care + then they'll need to check the policy Terms and Conditions carefully.
