As you know, Instagram belongs to the American entrepreneur, Mark Zuckerberg as well as Apple that always belongs to American entrepreneurs. Unfortunately, Meta 【M. Zuckerberg 】and Apple have some kind of agreement going on between their companies and surely that's why IG is optimized in an iPhone and not in smartphones belonging to other companies across the world

Samsung isn't responsible for third-party applications, you have to submit a ticket with the instagram/meta support team and see what they have to say about it

In short: only meta/Instagram can resolve the optimization problem since samsung is not responsible for the application
