Can I change the colour the "Live Notification" in the status bar?

I'd like to make it grayscale, so either bright white, black, or some shade of gray. 

Is that possible? At all: even with Good Luck or some third party, but without rooting the device.

Maybe with Goodlock and theme park. Maybe

Yes, I've taken a look but can't seem to find the settings that would change it.

I'm currently thinking Good Lock is just outdated (by a little bit), and I'll have to wait until it fully supports OneUI 7.
