Looks like camera movement to me. Are all of your pictures like that?

@lendelbogdan: What camera mode and lens were you using when you took the picture? Were you zoomed in at the time, as this can accentuate any movements you make, resulting in blurring if you're not steady when the image is captured.

One third of photos. But it's also bad pixels and just in general dark and bad quality photos

S21doesnt even have settings. Just size full or 9x6 or 3x4

Download a camera app.
I had this problem as well.
I used an app and works perfect now.
Is definitely a software issue, blurry edges, colours wishy washy?
Very little detail?
