Hello I switched from iPhone to Samsung and bought a brand new S21+.

The phone has an UI Bug which is that it constantly shows some faded icons on the bottom of my screen. The icons say “home” and a huge “+”.

I tried resetting the phone to factory and deleting most of the apps.
here are two pictures

That looks like screen burn from Tik Tok

It’s a new phone but thanks for your input.

I agree with @ynneL, it looks like it may have been a store demonstration model, if you bought it from a retailer.

It's not a UI bug.

Ok thank you guys. How do I fix this? Can I fix this? Or do I have to go and swap the phone? I never knew that was a thing.

Swap the phone or have the display replaced (not just the glass).

Definitely looks like a screen burn in problem.
When you say you bought it brand new, was it from a proper retailer.
This is either a second hand phone or a not very well reconditioned phone.

If you have just got the phone, personally I'd be taking it back as screen burn in doesn't happen with a little bit of use. That's longer and much more prolonged usage.

You have to be careful with some retailers and the way they advertise.

No way that's a new phone unfortunately. It may be new to you but with that amount of burn in, it's been used for months by someone with the screen on almost constantly
