This is a known issue on the U.K. carrier, O2.

I downloaded the update as normal then once download was complete I popped the sim out the top of the phone. Then I started the update to my phone. then when the phone restarted I reinserted the sim. Now when I restart my phone the WiFi calling reappears on its own. Now I know its a bit late since you've updated your phone but try this at the next update. I hope this helps my fingers are crossed for you.
If you've updated already turn phone off, eject sim then turn on phone and reinsert sim you should get WiFi calling back. If not restart phone and it should appear.
This was for an S20 ultra so may work for S21, let me know.

The Wi-fi calling issue appears to affect all the S20 devices on the U.K's O2 network. Devices like my own on the unbranded, BTU, firmware are not seeing this problem on non O2 networks.

Correct... as I stated in my previous post...

This would indicate that O2 is the problem.
