Note 10+ wifi won't turn on (after update?)

Hi

When I turn on wifi it just says "Turning on..."

I was recently given a Note 10+ by a friend when the my Note 8's camera stopped working. It was factory reset when received.

I connected it to my wifi and used Smart Switch to transfer from the Note 8. 

When I restarted it after the transfer It said there was an update available so I installed the update, but since the update the wifi won't turn on. 

When I turn on wifi it just says "Turning on..."

I don't remember checking if wifi worked between Smart Switch and installing the update, as the update prompt came more or less straight away.

Does anyone know how to get wifi working?

You may be best factory resetting the device if your data is still on the Note 8 then trying again

Sorry I should have said, I have tried a factory reset & clearing the cache since but wifi still won't turn on.
