Thanks for your query! I'm around 80 percent certain this isn't an option on Instagram's app.
You can turn data saving on in the settings under Account > three lines in the top right > Data Usage and Media Quality > Data Saver, and turn it on.
This won't stop autoplaying, full stop, though, I don't think.
