UI 3.1 update messed with notifications

Since the UI 3.1 update my notifications have been  all wrong.

I no longer get sound or vibration on certain apps when I get a notification like YouTube, I did before but now will not make a sound when I get a notification.

When I turn phone to vibrate only my phone used to vibrate when I had notations now nothing.

The update has done something to my notifications.

hello I can confirm that it didn't work, it's still the same.
also as mentioned before everything was perfect before the UI 3.1 update

hello is there anything else further I can try?
as I said this is only since the UI update it was perfect before then.
is there any plans for a update to fix this?

It has effected all my notifications as well. And I have tried all settings plus I even tried a factory reset.
Looked for help and it seems a lot of people are having the same kind of problems .
