Why does my galaxy a15 have a few blue spots on my screen. I do not know whether if its created by ink or not. Also I tried cleaning with wipes, but I didn't work.

That might be ink if so you have to get you screen repair because it pressure on the inside of device so

Thats one of 2 things. 1, something dirty on the screen (but you said you tried cleaning it). Or 2, screen damage, needs a new screen 😞
Turn the screen off, shine a light at the screen, see if you see anything on the glass. If not, probably means that is the screen dying

That to me seems like liquid damage or pressure.
Assuming you've already attempted to clean with a cloth and screen cleaner, it seems you may need to contact Samsung for a repair.

Sorry to hear about your issue..
Have you dropped your phone or did you get any water inside device? From looks of it it seems like you need screen replacement these blue discolouration happens due to impact (let's say if you drop your phone), liquid damage, or a pressure if you sat on the phone.

I would strongly suggest to contact Samsung’s customer services so they can book a repair or an inspection, or visit Samsung’s experience store if its close to you and let them inspect the phone.
