I am affected and issue is in SAMSUNG definitely, it affects calls to Galaxy watches too. Booting phone in SAFE mode solves the issue. This started with some update. Sick and tired of this and I am afraid that buying a new Samsung phone will sooner or later come to the same problem because this is there for years and Samsung does not care
