That looks like it could be some kind of security block. Some apps block you from taking screen shots. My banking app blocks mine and other apps that have sensitive data such as an employer's software etc that can block functions. Just a thought. Try taking one with nothing open or in safe mode see if it makes a difference. Other than that I'm not sure what it could be but it does look like a settings issue so could be worth taking it to a Samsung shop for advice or repair. Hope this helps
