I'm unable to provide a definitive reason - we currently have a list of eligible models and the expected roll out date for each model, and regretfully the A8 (2018) is not listed.

I'm quite content with the fact that my S9 still has Android 9. And when Android 10 arrives I surely won't update at once, but wait some days and see what the gamma-testers complain about.

When I first updated my pixel 3a to android 10 it messed up the gestures and the proper functionality of the back button, apps or ghost apps getting stuck in the multi tasking list.
Not sure if it's fixed now as I moved back to Samsung
