Reset and Google account

I have reset my daughter's phone and am trying to access via Google account.

I am putting in the passwords correctly but and just being asked to repeat over and over to input email linked with account.

Is there any other way or is this phone now screwed?

Is two part authentication on? If it is there has to be a second device that needs your input.
