it keeps telling me that notification, now my phone won't charge despite it saying it is charging. the percentage isn't going any higher but it is going down

Are you using correct charger and cable? That's sounds like the charger isn't providing enough power, the phone is draining faster than it can charge

yeah i am, i tried it with other cables, didnt work either. when i left it to charge it didn't even go up. i've also tried clearing USBsettings' cache and data. Didn't work either.

Oh right, and when it's powered off, it does go up but slowly. Definitely an issue with the phone rather than the cable
