Persistent Enter your number pop-up

Nearly every time I unlock my phone screen, I get the following pop-up:

Whether I touch 'Skip' or enter my mobile number and touch 'Continue', the pop-up only goes away temporarily.  The next time I unlock my phone about an hour later, it yet again brings up that screen.

I saw another thread mentioning to disable RCS, which I presume refers to chat features.  When I go into Message Settings and into Chat settings, it brings up that same above pop-up.  Whether I touch 'Skip' or enter my mobile number and continue, the settings menu closes out.  The next time I go into Message Settings, the Chat settings is greyed out.  It remains greyed out until I exit and return to the Messages app, where I'm faced with the same issue again:

Does anyone know how to disable chat features completely or at least stop that "Enter your number" pop-up appearing every time I unlock my phone?

This issue started happening after changing mobile operator a month ago.  My phone is a Samsung A51 5G and my current mobile operator is 48 mobile in Ireland.

I had the same problem on my old S9+ device, but i was able to access the chat settings on that phone. but now since i got the S22 ultra, i have the same problem again and i cannot access the chat settings

I have figured it out,mine was doing the same thing, so I started looking it up but no luck so I started routing around on the phone, sadly there is no way to stop it happening but there is a way to stop it from overriding everything your doing. Go In to settings and search special access tap always on top then disable the messages app in the always on top menu. This will stop it overriding all your doing putting it "on top" . Hope that helps

i realize this is not a technical issue to blame SAMSUNG, it is just because you are using 2 sim cards once, or in other word you are using both sim slots
