Updates are sent out in waves dependant on region, phone eligibility, phone model and build number.
In some instances if a phone has been supplied by a network then they can have their own update schedule due to some networks wanting to test a new update to ensure nothing clashes with it's networks features and apps before allowing Samsung to push the update out.
You coukd try using Samsung Smartswitch to see if your phone will update that way.
