It is mostly came out from instagram call error , if you want to solve it without restarting your phone ,go to instagram (or the application that you called someone from) then go to chats , try to call the one who you called before the time that the (phone logo) is counting , if it gives error , then look to the call button, it will show a green button, push it , and the problem will be solved
