For clarity, are you attempting to enable Call Waiting via the Phone app > 3 dots > Settings > Supplementary services > Call waiting? I believe that Call Waiting is a network specific feature, so further to the advice above by @-Robot- you may wish to contact your network provider to see if the feature can be activated on your account.
