Some other ideas not mentioned, toggle Airplane Mode off and on when using Mobile Data and restart your Device. if using physical sim you may need to remove sim, gently wipe and reinsert. you could disable wifi in this situation to see if that makes a difference. check there are no known issues with your Network.
when you say you cannot clear the cache partition are you connecting to computer,other Mobile Device or USB port. Follow these steps to enter Recovery Mode.
1. Turn off the device.
2. Connect To Computer , other Device or TV USB, Press and hold the Volume Up key and then press and hold the Power key
3. When the Android logo displays, release both keys.
4. Wait until the Android system recovery menu options appear.
5. Press the Volume down key several times to highlight wipe cache partition.
6. Press Power key to select.
7. Press the Volume down key to highlight yes, them and press the Power key to select.
8. When the wipe cache partition is complete, Reboot system now is highlighted.
9. Press the Power key to restart the device.
However if there is indeed a problem you may wish to try a Factory Reset as mentioned after backing up. you can send an Error Report via Samsung Members. Samsung Members-Support-Send Feedback-call/Message or other appropriate category. Detail the issue and ensure system logs are enclosed.
However know there has been specific issues with A14 and an update should fix that, unaware of something similar with A53 but cannot be discounted.
