If its set to auto, the the signal quality will determine how it plays.
If you open YouTube.
Go into the settings
Go into video quality settings
Then you can set the preferences for WiFi and mobile network
Though if you don't have a great mobile network signal. Videos will stop and buffer on the higher quality settings

Is the video posted recorded in 4K 60 fps
If they have uploaded in a lower format, then that will be what it's streamed in.

If you go into the YouTube settings
Go into Data Saving.
Are any of those options turned on?
Maybe go into the phone settings. Go into Apps.
Then storage. Go into YouTube.
Try clearing the Cache
