Ah. Well the same things still apply. The certified thing isn't something you can do, it's a thing where google says a phone is official and validated.
The phone being from the UAE and not certified means it's probably an exported gray market device that might have been modified in some way.
For solutions, ideally you wouldn't have the phone in the first place but that's not much of a solution.
For updates I've seen getting a cheap sim card for the original country, swapping it with your normal sim, rebooting then try to update. Then swap back to your normal sim. So putting a UAE sim into it might trick it into thinking you are in the UAE, then you can update. Then swap back. Not guaranteed but I've hard of it working.
For certification, I don't think there is anything you can actually do to get it certified. An emergency software recovery might work but it literally wipes all data and reinstalls everything. It might reinstall certified software, it might not
