Samsung Magician 8.2 and higher cannot be installed

I got a notification from my installed Samsung Magician 8.1 stating that there is a version 8.3.1 available.
I downloaded this version from Samsung's support page since it gave an error when trying to install from within the application.

Before the installation, I stopped the currently running Samsung Magician 8.1.
I tried to install the new 8.3.1 software, however after answering all the dialogs about language, license and if I'm a member of Brasil or GDPR state, I clicked the "Install" button and immediately got this error:

 Translation:

"Setup could not create the folder "C:\ProgramData\Samsung\Samsung Magician\PB".
Error 183: A file cannot be created because it's already existing"

Afterwards, even the version 8.1 cannot be installed any more.
Found out, I had to takeover the folder "C:\ProgrammData\Samsung\Samsung Magician" because it belonged to system and it was not possible to delete it.
After taking over this folder, I was able to install the version 8.1 again.

I've got the same errors and behaviour already with the versions 8.2, 8.3.0 and now with 8.3.1.
Only the older verion 8.1 installs fine.

I seems, the the versions 8.2 and higher create the Samsung Magician and Samsung Magician\PB folders and give it system rights before the installation can write files into them and locks itself out.
Version 8.1 creates the same folders and give them system rights, however it seems to do it in a different manner.

I tried to run the installer as administrator, but same error comes up.
I have Windows 11, 24H2, German language.

Does anybody have an idea how to solve this? Thanks in advance.

Ja. Das ist normal - da es bereits installiert ist. Können Sie nicht innerhalb der App selbst aktualisieren, wenn sie bereits installiert ist?

Wenn nein:

* Starten Sie Windows in den abgesicherten Modus.
* Sobald Sie in den abgesicherten Modus gestartet sind, öffnen Sie Dateien über die Verwaltung.
* Finden Sie Samsung Magician und deinstallieren Sie es.
* Starten Sie wieder in normale Windows und versuchen Sie, es neu zu installieren.

Yes. That's normal-as it's already installed. Can you not update within the app itself, if it's already installed?

If no:

* Boot Windows into safe mode.
* Once booted into safe mode, open files via administration.
* Find Samsung Magician and uninstall it.
* Boot back into regular Windows and attempt to reinstall it.

I did and booted into save mode, afterwards uninstalled the samsung magician v8.1.

I found a locked folder C:\programdata\samsung\samsung magician, took ownership again and deleted this folder.

Then I booted into normal mode and tried to install samsung magician v8.3.1.

Now I got a similar error, still not able to install:
