M7 Smart Monitor won't fast charge Note9 via USB-C

I have purchased a Samsung M7 Smart Monitor and a USB-C to USB-C cable rated for up to 100W. The cable also states in it's specifications that it is compatible with the Note 9 .

When I use this cable to charge my Surface laptop 3, it works well, charging quickly even when I am displaying my laptop screen on the M7

When I plug in my Note 9 though the phone will only 'Slow Charge' and does so so slowly that If I am using the phone at the same time it will actually discharge.

This is my second M7, the first being returned for dead pixles and the first had the same issue. 

Thoughts?

I'll accept that, although I have never heard it referred to as super charge before... fast charge or quick charge.

What I won't accept though is that if I am using the phone whilst it is plugged into the monitor, or using dex for example it will discharge. 

That is some 1995 rubbish right there.

Already did and it hasn't fixed this... wink
