I have a galaxy j5 2017 version how do I format it as internal storage as there is virtually no room for much on the phone

May I ask What your internal storage capacity is ?
Take into consideration that not all that is user available as some is taken up with the Android Os and some is gated off for future updates.
Not all phone's allow the movement of apps from the phone's storage to Sd Card.
For example on my s8 to move an app to the Sd card I go into...
Settings.
Apps.
Choose the app in question.
Storage.
If your phone allows the movement a 'change' button will be at the top.
If it does not then if youve already moved what you can to the Sd card then look at deleting some of the following...
Unused or rarely used apps.
Notes.
Calendar entries.
Emails.
Sms and mms.
Unused tones.
Clear the app caches under Settings, Apps, Choose the App and choose storage, Clear Cache.
And or shut the phone down and then from a set series of button pressess that takes you into the devices system file system clear the cache.

There is 16gb internal memory I've moved all the apps I can 8gb is used from apps I can't move

Yes some apps are not able to be moved which are usually the ones installed from out of the box and are essential to the working of the device.
8Gb seems high however.
