The link provided by Kholal presumes the app is working as advertised. However, this entire line of discussion is about the fact that the app does NOT work properly and we need help getting it to. I, like others, do not have the Blood Pressure option in the Samsung Health Monitor app to calibrate, setup or anything else.
Mine only has ECG.
What needs to happen to get ALL the options working?

I already have the Samsung Health Monitor app on my S21 phone and watch 5 pro. It has the ECG module, but not Blood Pressure!
Therefore, you cannot run the steps in the link because you cannot get to the blood pressure app to perform the calibration or anything else.

I have this problem too. When I try to calibrate the blood pressure measurement using the blood pressure cuff, the calibration stops almost at the beginning. The watch is firmly on my wrist, both the watch and phone applications are up to date. The watch is on my left wrist and the blood pressure cuff on my right upper arm.
I have tried to calibrate with both options, so that I hold my index finger with and without the top button of the watch. The watch measures the ECG without any problems.

I have also checked that e.g. BP monitor application rights are in order.
The watch is Samsung Galaxy Watch5 and the phone is Samsung Galaxy Z Flip4 5G.

I got this problem fixed. Probably the problem was that the connection from the phone to the watch worked, but the connection from the watch to the phone did not. The connection has probably been broken by the fact that I installed the Health Monitor application on the phone only after pairing the watch and the phone.
Note that Samsung Health data should be backed up (if not already backed up)
Here's how I fixed the problem:
1. reset the watch to factory settings
2. unpair the watch and the phone from the phone
3. clear the cache of the Samsung Health application on the phone
4. delete the Samsung Health application data from the phone
5. Start the installation again normally from the phone's Samsung Health application
The Samsung Health app initially pairs the watch and the phone and installs everything again, with the difference that now the phone has the Samsung Health Monitor app already installed.

According to Samsung tech support the Health Monitor with blood pressure reading has not been approved in the US by the FDA. So in the US it will not have a blood pressure option. It is however support outside of the US in some countries.
