I have a CU7000 tv
Yesterday i got the problem which consists of :
Any app i would try to open it'll redirect me to its page on the app store as if it's not installed and the install tab wasn't functional and it gave a message under the install button says "Smart hub is being updated. Please try again later."
I fixed it by doing an EEPROM and here's how :
1 - hold the physical power button on the tv for more than 3 seconds
2 - within 10 seconds hold the power button on the remote control untile the tv starts
The tv should reboot at this point, wait for it and finish the installation
After that you should be able to use the pre installed apps normally but the app store will need an update, just give it a while and it should be good to go
Just note the the eeprom is a reset so make sure to save your channels, photos,etc
Thats what worked for me, hopefully it helps someone

@Joos tv scuffed glad it is sorted, appreciate it may well work for some. However for others experiencing this issue if does not provide a solution firstly check you have the latest firmware you can update via USB by downloading the file on the Samsung support site . https://www.samsung.com/uk/support/
if have latest firmware or if still problems:
Power Tv off at the mains and wait 30 seconds before plugging back in, power the Tv back on but wait 5 minutes before before selecting the Smart Hub. Now navigate to Featured and select the Apps tile in Featured, this time only launch the Apps from the main Apps panel.

By F7090 the tv is too slowly. After the power up need it ~20 sec. to build up the smart hub, it's not a fail, only a weak hardware.
