Built-in AppleTV — won't connect when TV is off

86UQ7590PUD, latest firmware, TV connected to WiFI

When the TV is off AppleTV airplay option is always visible on my mac/iphone, but when attempting to connect the TV doesn't power on and connection fails. There is nothing connected to the TV (no external devices). 

If I manually turn the TV on and then airplay, everything works fine.

Any ideas how to fix it? Expected behavior - TV turns on and connection succeeds.

Forgive what may be a silly question but:

Is your TV in standby mode or physically turned off?

It's plugged into power, so I assume when screen goes black it's some sort of a standby mode. There is also some screen saver mode, not talking about that.
