When I connect my 3.5mm jack earphones using USB C to 3.5mm adapter, tab S7 says The connected USB device isn't supported and Headphones won't work at all. While OTG just works fine

Same with me tried two kinds.  Samsung is going to lose my business,

no headphones

no charger

now the new phone  I was going to buy has no SD card  (will NOT BUY IT)

we need to quit purchasing these phones until the Samsung quits following Apple, this was reason why I left Apple, Looks like I well go back to Apple. Waited for the new Samsung phone, now I will just go with The IPhone

give your USB port a clear data

settings → apps → 3 dots → show system apps → USBSettings → storage → clear data

I had the same issue, I went out and bought a Samsung cable and it worked perfect. Unfortunately this is another scam that Apple started Samsung followed like a puppy dog.

I was going to buy the newest phone the S 21, decided not to because they took away the SD card. Samsung keeps on following Apple with this craziness I’m done. The whole reason I left Apple is because there’s no SD card, and no headphone jack.   Samsung is doing the same nonsense. I will just go back to Apple, or hopefully another company that will give me what I would like to have in a phone and a tablet. I switched over to the S7 tab only for the SD card, if they take it away I will go back to iPad, what a pain it is to have to charge headphones, I hate it. No SD card is a deal breaker, hopefully nobody will buy Samsung’s new phone and they were forced to go back to the SD card. They put a beautiful camera in it, that eats up memory like it’s going out of style, then take away the SD card reader. That gray just lost me as a customer, I did not buy the new phone.

Is there a solution? Same as another poster, I have my usb to 3.5mm dongle from my Tab S5e and I get unrecognized device on plug in. Does this dongle not have a DAC (which was built into S5e) but I need a DAC dongle?

Yes there is a very simple solution, you just have to buy a dongle with DAC. Samsung sells one for I think 10 or 15 usd. As for the other gentlemans complaints, they aren't copying apple they where making compromises on different hardware to lower the price. The new phone is $200 cheaper and if I may. It is quite the phone.

I bought Samsung's type C to 3.5mm headphone adaptor from Amazon. It worked well. Below is the link to product. But strange why my Oneplus adapter did not work though!
