Tab A non owner users cannot type code until owner logs on

Hi all

Two years ago I posted this about not being able to switch between users. It was fixed for me, but apparently not for many others. This seems to be in the same ballpark of issues with more than one user on same tablet.

This also makes it so other users cannot use the tablet unless I am home :(@

Now I have this new problem where the other users sometimes cannot login until I have. No system shutdown happened, but when they change to their users the keyboard refuses to pop-up to enable typing the code unless I logon first and switch user from my "owner" user. 

I have a Samsung Galaxy Tab A (2019) - 10.1 (SM-T510).
