Problem with a Galaxy Tab S9 FE reset

A friend has a problem with his Galaxy Tab S9 FE, he forgot his login password and his son did a factory reset using the powerbutton + vol Up method, now when you turn it on it's like a new tablet BUT it still askes for the account and password form before it was reset and nothing works with verifications as it just goes around in circles, so there is no way to set up the tablet again - after powering off and starting holding the power and vol up button it just boots to the start screen and doesn't give any reset options and trying to setup with a Google account and getting it verified doesn't make any difference, it just goes back to asking for verification from the orginal account. 

I thought it might be becasue of the find a device, but I checked in the Google account of the owner and his son who was the original owner also checked in his Google account and the tablet isn't listed there.

Any ideas what I can do to get the tablet set up and working again?

If an android device was reset using the recovery menu, factory reset protection will enable.

This means to set the device up again, you have to login with the google account that was previously on the device. If you cannot do this, your only option is to contact samsung with proof of purchase and maybe they'll unlock it. If not, it's bricked.

Unlike an iPhone, you cannot remove the device from the account. You have to login again, set the device up, then remove it from the device and login with a new account.
