Does the Samsung Tab A9+ support HDMI or DP output via cable or is that feature still locked to only smart view?

Unfortunately, the USB-C port on every Tab A series (from A 10.1 onwards) uses USB 2.0 rather than 3.1. Which means it doesn't have the capability to output via HDMI or DP using a dongle, same reason as the A Series phones. Only S Series has this feature. The only way to do so is buy a third party dongle or wireless mirroring.

I recommend watching this video: ETA Prime - Add HDMI to any Android Phone or Tablet with this $20 Adapter!
In context, it's an adapter that does casting but is wired instead of wireless, although it requires an app to communicate. There are some cons, like slow charging, for example. But it is useful for any phone that doesn't have display via cable functionality.

^This one is also useful but doesn't charge since the tablet is the host (via OTG dongle) and the DisplayLink dock is the client.
