@Johnft I can feel your frustration over this too. I live in the UK and also have a blank benefits page maybe this is region specific and we all have to live in other countries (such as South Korea???) to get a Benefits page which has something on it? It seems to me that the marketing people behind this 'feature' are missing out on a golden opportunity to plug heavily discounted items or offer us freebies to help garner favour from users of this members app. I dont see why the Benefits page should EVER be empty and when you think about it, the fact that it is, reflects poorly on those behind it and 'pulling the strings'.
To stop the 'notifications about nothing' (which I've personally never experienced), the next time you get one, if you tap and hold on the notification up in the notification bar itself, it should give you an option to configure and control which apps can notify you like this. Otherwise you can just check out Settings -> Notifications, click the 'see all' (apps) words and when you find Samsung Members, go in there and configure the options. Attached is a screenshot showing how mine is set up and as I've already mentioned I've not received a false notification about benifits (yet). HTH
