PDF text selecting is disable from all other reading apps(google play book, kindle) except samsung note

This is a really really bad experience while using One UI to read pdf.

"PDF text selecting disable" means no highlight mark, no dictionary functionality

But the magic thing is, only Samsung Note got this, I can select the text from pdf while using Samsung Note to read. 

Please fix this.

Don't think this is restricted by Samsung. It upto each app to allow or disallow selection. Kindle, for example allows text selection/dictionary for kindle ebooks, while does not allow it for local files. Another example is Acrobat reader that allows text selection on local files.
