that doesn't sound right to me. Would you be able to share some examples and let me know what app are you getting these from? What happens when you press and hold the notification?

The bo. Can't be tapped, just sits like a ghost, any touch will action what's on screen behind it, impossible to swipe these away as well. See attached image for example

On your Android phone or tablet, open the Chrome app .
Go to a webpage.
To the right of the address bar, tap More Info.
Tap Site settings.
Under "Permissions," tap Notifications.
Turn the setting off.
