I have exactly the same issue, on a brand new tablet, to be honest I havent had a good experience with Samsung products lately, I think I will just return the tablet. It behaves like a really old tablet, animations are terrible not even 60hz. And based on what I have read, Samsung is not interested on fixing it.

Yes! When I purchased this tablet with 8 GB of RAM I figured it would be more than sufficient and fast enough for the light use I use it for. When I actually got it it was quite quick but after the software update it is like I'm using a tablet from 10 years ago that came free in a cereal box.
Is this Samsung trying to mimic Apple with planned obsolescence? Are they intentionally slowing down the tablets so that you are pushed to buy it another one?
I usually love Samsung devices but this is probably going to push me away from buying their stuff if they don't fix it soon. Completely unacceptable to have a software update that you can't remove that destroy the functionality and speed of your device.

first thing grant one ui home app all permissions. give it unrestricted background usage. do the same for system ui app. then go to developer options and make the animations 0.5. turn it to 60 hz.
wipe cache partition and run app booster.
dex has now 2 versions. the classic and the new both are available. you can choose from the settings

I've just bought an A9+ 4GB model in Australia and to say I'm disappointed in how slow this thing feels would be an understatement. Seeing it is apparently an issue with a OneUI update makes me feel a little better but honestly the tablet is borderline unusable out of the box (with every optimisation under the sun in place). The delay in navigating, selecting apps, typing - basically everything - is awful.
I use an A52s samsung mobile so I'm familiar how lower mid range products should perform, and this tablet has serious issues with even that in mind.
Is there any indication when the update may be coming?

You can Google "tab A9+ graphics driver". Samsung uses bad GPU driver and it's causing UI lag for a lot of people. Let's hope they fix it in the upcoming Android update. You can check your driver version with Device Info HW app on Play Store. 530 driver is the bad one.
