Had this issue since at least s10 update... When opening the settings pages, I thought the idea of having a big header was so you can touch 1st menu item without scrolling up or down, and that your 1st action will always be scroll down... Every time you open settings the large header is hidden making it pointless having it. It's a proper bug bear with me
