I would recommend that you try resetting the app settings on the phone. Which you can do via settings > Apps > 3 Dots at the top right > Reset app settings > Restart the phone. See if the problem remains after this.

We recommend that you submit an error report via the Members app so that we can try to analyze what might be wrong.
You can create an error report by searching for the Samsung Members icon on your phone and holding down your finger on the icon until the text Error reports appears and then press Error reports.¨
Keep in mind that in order to include as much information as possible in the error report, the error report should be created immediately after the problem occurred.
If it has been a while since the problem occurred, we recommend that you try to reproduce the problem and then create a new error report.

I had the same problem, I resolved it by these steps that I found on the internet:
1. Open the settings
2. Click on Accessibility
3. Click on Advanced settings
4. Click on Time to take action
5. Change this to a value that you like.
(I believe the default value is the one you choose in the notifications menu)

I Knew it had to be a setting but could not find what i had done, where i changed which setting. worse no matter how i ask google i got now where even typing IT WAS NOT JUST LOCK SCREEN, IT WAS ALL APPS, ALL SCREENS, it was not how to display banners, etc... had hell of a time but YOU fixed it right up! After searching everywhere everyway and TRYING SUGGESTIONS resetting my apps (now i have to redo them all), deleting cache, glad i didn't uninstall and re-install (losing messages) you fixed it ! so easy thank you thank you!

I already tried this and it still hangs for me for way too long, this only started after the last update so I recon it will be another update to fix this issue
