System/App notification stay visible to long

Hi guys, I'm not sure when this started but I have a strange behavior for pop-up notifications when I'm using the phone. 
These usually show up in the bottom of the screen and can be from any app like messages, phone , whatsapp , onedrive. 
Even a widget shows an error not being able to reach a server. 
The problem is that these messages usually go away fast but for me they start a pretty long time. Maybe like 20 second. I can swipe them away. And even if I switch to another app they stay on top of the app so they hide fields and content. 
A very annoying experience. Anyone else have seen this?

YEEESSSSS!!! My s23 started after there 27 update I believe. I had samsung remote in 2 times. They had me reset my phone twice and during it somehow everything was lost. They couldn't find the issue, told me it was this app or that setting, etc. I decided to try a replacement. Used my insurance for it. Got the replacement and halfway through the setup, it started it. Samsung support again remoted in, had me reset, tried safe mode, etc, finally said they think its a software issue bc its an S23. So, I bite the bullet and pay for a new phone. Got the s25....cant happen here right. Day one! I called aamsung and lost my mind. I've been sitting with it doing it constantly getting more and more angry bc even the ***** maker cant tell me what the problem it. Im out of ins money and phone money bc of this ignorance. Please reply if you do figure it out.

1. Open the settings

2. Click on Accessibility

3. Click on Advanced settings

4. Click on Time to take action

5. Change this to a value that you like.

(I believe the default value is the one you choose in the notifications menu)

saw the directions after I did my yelling about it 😏😁. I just changed the settings to default. If it doesn't work, I'll do the 10 seconds thing. I owe you my sanity if this works!
