Moderators will not be able to talk to you about another person's account. GDPR

Potentially you could contact a moderator and provide the details but the moderator won't come back to you with any outcome.

Your friend might be better off contacting Sam_uk from private messages in here (if they can get in here) or you can do it for them but again they will almost certainly not respond to you but may respond to the email address on the blocked account.
