Anybody has this weird issue where turning on the "Show Background ANR" option in the developer settings resulting in a constant pop up message stating the same app is failing over and over and over again?

Well, that option forces the messages, that would have been hidden otherwise, to appear on the screen if an application stops responding.
But of course, this shouldn't crash constantly.
This is a system app and it stands for Enhanced Data Package Gateway (not that it is important in that case 
).
What you might try doing (besides disabling that option in Developer options) is:
1. Go to Settings > Apps
2. Tap on "More options" button at the top right corner of the screen
3. Select "Show system apps"
4. Find "com.sec.epdg"
5. Select "Storage"
6. Tap on "Clear cache"
