Settings like these are usually found in the keyboard settings.
If yourbusing the Samsung Keyboard then go into an app that launches the keyboard such as messages.
Tap on the Cog icon and you'll see the Predictive Text on and off Toggle there.
If your using another keyboard then again look in it's settings.
